The worst time to plant is mid summer as the heat can stress out a tree especially the more delicate ornamentals that are out there. Roses do very well if you plant them in spring. The roots will have a chance to expand and acclimate itself before the hard heat of summer rolls in. Important to water roses a lot in their first year. New trees also usually require extra watering in their first year. You should cut back your roses a few days after the first heavy frost. In colder climates people have been known to put burlap around them or special Styrofoam covers that you can buy from most nurseries. These are not necessary in climate zones 6-11. Its important to know your climate zone before you decide which trees and roses are suitable for your area.

Right now is a wonderful time to get bareroot roses, trees, and all types of berries and vines. They are also cheaper than buying them in containers. But fall–when the weather has cooled and the tree is going into dormancy is also a fine time, and it gives the roots a chance to establish before they but out in spring. With roses, plant the rose in a rich garden soil and use bone meal. You also can use insecticidal soap or get lady bugs if you get aphids.

A lot of people think that Answers only goes to the Northern Hemisphere, but no believe it or not it is also in the Southern Hemisphere.
Here in Australia [and the opposite months would apply in the Northern H] planting roses is usually in the winter [for bare rooted ones] potted varieties which are already fairly established in the pots can go into the ground at any time.
I planted 3 in the middle of summer from pots and they are thriving.
Last winter I took some cuttings [when friends prunned their plants] stuck the cuttings in a pot and successfully got 3 out of 8 plants. They are magnificent, the brightest orange you have ever seen and I have severly prunned them twice already, they grow to about 4 feet before they flower.
caring for roses is easy, just regular feeding with a rose or tomato food, and regular spraying with a rose gun to keep away black spot etc. When you see a branch infected, just cut it off.
You should remember that roses are very hard to kill, there is one golden rule to remember, when you are cutting blooms for a vase, then cut them as if you are pruning them and be quite severe, this way the new stems will grow stronger and not be thin and spindelly, if you find this happens then cut them right back again.
